Not always. Many extensions in London can be built under Permitted Development (PD) rights, which means you don't need a formal planning application. However, PD rights are subject to strict size limits and conditions, and they can be removed or restricted in conservation areas, Article 4 Direction zones, flats, and listed buildings.
