Permitted development

Article 4 restrictions

These are selected directions, not an exhaustive address search. Read the council’s current map, schedule, commencement date and any later modifications for your property. A conservation area is not automatically an Article 4 area, and a direction affecting changes of use does not necessarily restrict a home extension. Confirm the responsible planning authority too: some development-corporation areas have separate arrangements.

The council has implemented Article 4 directions to remove permitted development rights in specific areas and for specific building types.

  • For the Becontree Estate, Article 4 directions will remove permitted development rights for porches, as well as side and roof alterations on corner blocks, effective November 2026.
  • A borough-wide direction, effective 22 February 2022, removed permitted development rights for additional storeys on residential and commercial properties, excluding industrial land.
  • Small HMO proposals are assessed against the Local Plan, including criteria that conversions must not exceed 10% of total houses in a road or involve adjacent properties.
