Enfield provides separate checklists for work to an existing single-family dwelling and for minor or major development.

  • Choose the checklist for the correct application type; works to a flat are not householder applications.
  • The council says it will acknowledge a Planning Portal submission within five working days and confirm whether it is valid. This is a service aim, not a guarantee.

Allow for validation before the decision period starts. The usual statutory determination periods in England are 8 weeks for non-major applications, 13 weeks for major development and 16 weeks where environmental impact assessment is required, unless a different period is agreed.

Permitted development

Article 4 restrictions

These are selected directions, not an exhaustive address search. Read the council’s current map, schedule, commencement date and any later modifications for your property. A conservation area is not automatically an Article 4 area, and a direction affecting changes of use does not necessarily restrict a home extension. Confirm the responsible planning authority too: some development-corporation areas have separate arrangements.

Enfield uses Article 4 directions to withdraw permitted development rights in specific areas and for particular types of development.

  • Permitted development rights have been withdrawn for changes of use from a residential dwelling (class C3) to a house in multiple occupation (class C4).
  • Article 4 directions may be issued in conservation areas to restrict works that would otherwise not require planning permission.
  • A specific direction exists for Sloemans Farm and Guy Lodge Farm.
  • Proposed changes for office-to-residential control were deemed no longer viable following national planning changes.

Meridian One (Meridian Water development)

Enfield

Meridian One is the first phase of the £6bn Meridian Water regeneration project, granted outline planning permission in 2017. The project includes plans for approximately 900 new homes, with developer Vistry Partnerships committed to building 50% affordable housing.
