Before submission

Validation requirements

Hackney Council requires specific documentation to validate a planning application. Applicants must consult the official planning application validation checklist for comprehensive submission requirements.

  • Applicants must submit a completed form, site plan, location plan, current and proposed elevations and floor plans, and the relevant fee.
  • Check the council’s design and access statement requirements for your application type, especially for development in conservation areas.
  • Larger single-storey rear extensions require a specific prior approval notification checklist.

Timescales

Realistic decision times

Statutory target
The national determination period set in law, counted from validation. A target, not a guarantee.
Actual processing time
What the council's published performance data shows in practice, including extensions of time.

Allow for validation before the decision period starts. The usual statutory determination periods in England are 8 weeks for non-major applications, 13 weeks for major development and 16 weeks where environmental impact assessment is required, unless a different period is agreed.

  • These are statutory targets, not a measured borough average or a guarantee. No current borough-specific average has been verified for this guide.
  • An incomplete submission, amendments, committee referral or an agreed extension of time can extend the overall programme.
  • Ask the planning team about its current validation queue before setting a construction date. Prior approval and other specialist applications can have different statutory periods.
  • The Council aims to notify applicants of validation status within 5 days and targets a decision within 8 weeks of an application being made valid. Check the application guidance linked above for the latest position.

Permitted development

Article 4 restrictions

These are selected directions, not an exhaustive address search. Read the council’s current map, schedule, commencement date and any later modifications for your property. A conservation area is not automatically an Article 4 area, and a direction affecting changes of use does not necessarily restrict a home extension. Confirm the responsible planning authority too: some development-corporation areas have separate arrangements.

Article 4 Directions in Hackney withdraw specific permitted development rights to protect local amenity, requiring planning permission for changes that would otherwise be exempt.

  • Directions withdraw rights for changing Class E commercial buildings to residential (C3) in designated industrial areas, town centres, the Central Activity Zone, and City Fringe.
  • Specific Directions remove permitted development rights for changes of use from launderettes to residential dwellings at named locations.
  • Conservation areas including Brownswood, Beck Road, Well Street, and Shacklewell Green have Directions removing rights for minor works like alterations within curtilage and renewable energy installations.

Colville Estate Regeneration

Hackney

The Colville Estate project in Hoxton is a phased multi-year regeneration scheme to deliver over 1,000 homes.

Lesson

Planning takeaway: Major estate regeneration relies on long-term phasing strategies, integrating community feedback through steering groups, and adapting masterplans to evolving building standards and community needs.

Cited from published sources for illustration only, not presented as Shorplans’ work. A public example does not establish permission for another site.
