Allow for validation before the decision period starts. The usual statutory determination periods in England are 8 weeks for non-major applications, 13 weeks for major development and 16 weeks where environmental impact assessment is required, unless a different period is agreed.

Permitted development

Article 4 restrictions

These are selected directions, not an exhaustive address search. Read the council’s current map, schedule, commencement date and any later modifications for your property. A conservation area is not automatically an Article 4 area, and a direction affecting changes of use does not necessarily restrict a home extension. Confirm the responsible planning authority too: some development-corporation areas have separate arrangements.

Hounslow Council has implemented various Article 4 Directions to restrict certain permitted development rights across the borough. These include borough-wide controls on HMOs and specific conservation area protections, alongside newly confirmed restrictions on residential conversions.

  • A borough-wide Direction for C3 to C4 HMO changes was confirmed on 8 August 2023 and came into force on 4 September 2023.
  • A Direction confirmed on 4 March 2025, effective 22 April 2025, removes Class MA (commercial to residential) and Class ZA (demolition and rebuild) rights in specified town and industrial centres.
  • Bedford Park and Gunnersbury Conservation Areas are subject to Article 4(2) directions requiring planning permission for specific alterations to dwellings.
  • An Article 4 Direction for Brentford Dock regarding gates and fences was withdrawn following a Chief Officer decision in March 2023.

Former Hounslow House mixed-use proposal

Hounslow

The published planning report for application P/2016/3939 describes a proposal for 293 homes and 926 square metres of flexible commercial space in buildings of two to eleven storeys. The officer recommendation was approval subject to conditions and a Section 106 agreement; this is not evidence of the final decision or completion.
