Before submission

Validation requirements

Islington requires specific documentation to validate planning applications, including location and site plans alongside completed application forms.

  • Applicants must submit a location plan based on an Ordnance Survey map at 1:1250 or 1:2500 scale.
  • A detailed site plan must show the proposal's relationship to boundaries and neighbouring buildings.
  • All submitted documents must be in PDF or Word formats without editing restrictions.
  • The council provides a specific Local Validation Requirements document that acts as a comprehensive checklist for necessary supporting information.

Timescales

Realistic decision times

Statutory target
The national determination period set in law, counted from validation. A target, not a guarantee.
Actual processing time
What the council's published performance data shows in practice, including extensions of time.

Allow for validation before the decision period starts. The usual statutory determination periods in England are 8 weeks for non-major applications, 13 weeks for major development and 16 weeks where environmental impact assessment is required, unless a different period is agreed.

  • These are statutory targets, not a measured borough average or a guarantee. No current borough-specific average has been verified for this guide.
  • An incomplete submission, amendments, committee referral or an agreed extension of time can extend the overall programme.
  • Ask the planning team about its current validation queue before setting a construction date. Prior approval and other specialist applications can have different statutory periods.

Permitted development

Article 4 restrictions

These are selected directions, not an exhaustive address search. Read the council’s current map, schedule, commencement date and any later modifications for your property. A conservation area is not automatically an Article 4 area, and a direction affecting changes of use does not necessarily restrict a home extension. Confirm the responsible planning authority too: some development-corporation areas have separate arrangements.

Islington has implemented Article 4 Directions to remove Permitted Development rights for Class E to residential change of use.

  • Tranche 1 Directions (August 2023) cover the Central Activities Zone (CAZ), CAZ-Fringe, Vale Royal/Brewery Road, Camden Passage, and Fonthill Road.
  • Tranche 2 Directions (effective 1 September 2025) cover North West, North East, Central West, Central East, Central South West, and Central South East areas.
  • Landowners in these designated areas must apply for full planning permission rather than using prior approval processes for Class E to residential conversions.

Local examples

Public examples are drawn from council records to illustrate local policy and are not Shorplans projects or claims of planning approval. Examples labelled "Shorplans project" are from our own portfolio.

Dover Court Estate homes and public spaces

Islington

Islington’s published account records 57 new council homes on under-used land, including former garages and an old bedsit block. It also describes improvements to Mitchison Baxter Park, accessible community space and play facilities.

Lesson

Planning takeaway: review the site-specific constraints and supporting documents for your own proposal. This larger public project is local context, not evidence that a home extension will be approved.

Cited from published sources for illustration only, not presented as Shorplans’ work. A public example does not establish permission for another site.
