Permitted development

Article 4 restrictions

These are selected directions, not an exhaustive address search. Read the council’s current map, schedule, commencement date and any later modifications for your property. A conservation area is not automatically an Article 4 area, and a direction affecting changes of use does not necessarily restrict a home extension. Confirm the responsible planning authority too: some development-corporation areas have separate arrangements.

Lambeth Council uses Article 4 Directions to withdraw specific permitted development rights, requiring formal planning permission for affected works. These directions cover both changes of use and external building alterations.

  • Directions exist to withdraw Class MA (commercial conversion) and Class L(b) (C3 to small HMO) permitted development rights.
  • Article 4 Directions removing rights for external alterations are in effect for conservation areas including Albert Square, Hyde Farm, Lansdowne Gardens, Leigham Court Estate, Park Hall Road, St Marks, Stockwell Park, Streatham Lodge, and Vauxhall.

Knights Walk Estate

Lambeth

This development in Kennington involved replacing 18 existing patio houses with two new blocks of modern apartments, delivering 84 homes in total. Phase 1, a 5-storey block on Renfrew Road, started on site in spring 2019 to provide 16 homes for existing residents by 2021.
